1a) This feature is already on svn and it will be available in 0.8.4 release
1b) We will discuss this as a possible feature
1c) Yes, whole translation is kept in data/Base/Lang and there are no entries in database concerning translations
2a) There is no such feature available yet. However you can take a look at ModuleCreator - you can easily create new module files with it and then copy&paste some code parts
2b) You can use ftp;) we are working on modules manager (something like package managers on linux, for example synaptic,aptitude or even apt)
3) - go to data/Base/Theme/templates
- create directory
- copy&modify/create tpl and css files named as in default theme
- change theme in administration frontend
