Can you elaborate more on this? I am not clear on what the problem is.
Create contacts under the main company. Those will be employees/coworkers. For each one of them create a login - and assign at least Employee user level.
Every user creates records that are by default public - for everyone to see. You can not create records as someone else. Even admin can not create records as another user.
Please specify what seems to be a problem.
