I logged in on your installation and I could drag and drop applets on both users without any issues. I also noticed that both users actually have Agenda applet present on their dashboard. Did you solve it already by any chance?
I was investigating further as to why you couldn't use d'n'd and I tried using it on Internet Explorer 9 - and there, it's broken. Is that the browser you're using? If so, let me just recommend switching over to some free alternatives, like Chrome or Firefox, they provide far better support to all those features that are now a standard on the web, that IE struggles with.
I read some more on why drag'n'drop wouldn't work on IE9 and it seems there was an update to IE9 that broke the functionality in one of the libraries, functionality that was specifically tailored to also work on IE, despite it being non-standard here. There's a fix to the lib already, but there was no stable release yet, so we can't really provide a definite fix just yet.
If you do decide to give different browser a go, not only will drag'n'drop start working, but the whole interface simply looks better and some other functionality and display quirks will be gone.
Please let us know if it is IE9 related problem in your case.
