Is there a way to limit the number of records in the Contact Module? For example a limit of 1000 contacts can only be added.

no there is no such option. In fact I don't see a reason for that.

I agree with Adam - why would you like to do this? The only reason I can think of is that you would like to sell EPESI in SaaS model and limit the number of contacts depending on the number of records. Is this what you are trying to do?
