Czech translation update

Thanks to EPESI team for accepting my czech translation. I translated lot of new strings and some already trenslated i changed. I hope, this translation will be better.

There are some issues, for example with gender. The word "new" in czech depends on gender.

New (record) is in Czech nový (záznam)
New (note) is in Czech nová (poznámka)
So i translated the word "new" as "nový(á)"

Word "chat" has no equivalent in Czech language. Implementation of the chat in EPESI resembles bulletin board, so i translated it as "nástěnka".

I'm sure, there are other issues, so i'll welcome feedback from Czech users.

Thank you for your contribution and comment. We are aware that some languages are different and it is difficult to find the exact meaning.
In polish (our native language) we have the same case:

in polish "new" also depends on gender: "nowy" or "nowa" but it will be difficult to use translation "nowy(a)" or have the system detect the correct context. Therefore we use simply "nowy" and assume that users will understand the context.

The translation of EPESI is community based effort and we appreciate work of all users contributing to this process.
