If you want something this minute I think that you could adopt the List Manager: http://epe.si/list-manager
You can rename the module and existing fields using Language Translation tool - for example "List Manger" can be renamed to "Property Manager".
You will create properties and in notes you can store pictures and notes about it.
The List Manger will allow you to associate the list of people interested in Property and record Actions.
This would be a good start.
