Tabs under a record come from two sources. First are placed details tabs - it means that all fields under those are a part of record, but they are placed below to get better structure.
Other tabs are addons. You can switch addons order, but you can't move details tabs.
All you can do now is to remove Details tab in the RecordBrowser/Fields (under Admin panel)
