The EPESI Framework, is it only for extending the EPESI CRM, or can I use it myself for my own web development?

Yes you can, but it will be pretty hard as we haven't written proper documentation 🙁
Some modules are referenced from the setup and core files - like translations, so you can't simply get rid of them.
epesi framework is modular and you can control what is installed with your application via distro.ini file:

You can pick anything you want and remove what you don't need, then add your own modules and make a web application.
