Its like this:
Manager Sales A

Manager Operations B

|____ Emp 2
There are 6 employees above, :: 2 depts - 2 managers and 4 subordinates, 2 each.
All of them will be creating the contacts / Tasks / etc., are created with the Private settings. (not the Public or Public read only)
How to:
--- The manager to see all the activites of the SubOrdinates in his Dept.
--- Co-Employee should not have access to the tasks of the other employee , only the manger can have.
Over all the Admin/Super Admin to see all of all even when they are marked Private
