That's not a description of the problem. That's a screenshot of roundcube in language that I don't understand.

hello, missing the sieve tab?
have tab preferences, folder, identity, answer but not sieve

Roundcube is a standalone application and have it's own plugins. Please refer to the RC's documentation.
